He will champion investment in water infrastructure, including the maintenance and improvement of irrigation systems that sustain rural communities. Reliable, clean water is essential for every community across Bingham and Butte counties.
Neff will defend Idaho's prior appropriation doctrine and ensure Idaho—not Washington—manages our water resources.

He believes every student deserves access to a strong education that prepares them for life — whether that path leads to college, the workforce, or the skilled trades. He also believes parents should have a clear and meaningful voice in their children's education, with transparency in curriculum and decisions made as close to the classroom as possible.

As property values rise across Bingham and Butte, Neff believes the Legislature must pursue meaningful, long-term property tax relief so that families, seniors, and small business owners are not priced out of the communities they helped build.
